The apparent common themes hide much in terms of nuance. First, on doing governance: All commentators emphasise governance matters. However, what exactly to do in practice remains somewhat unclear. How do we get good (enough) governance? We pick up this discussion in Chapter 4. Second, on doing growth: Many commentators say growth matters to varying degrees but many other disagree. Collier goes as far as to suggest growth is central and poverty reduction generally follows. It certainly matters to MDG1 – the dollar-a-day measure.
